Construction on Paxton Street Bridge

Two men are working on the road bed of the Paxton Street bridge, which carries traffic over the Pennsylvania Railroad tracks. Two other men, well-dressed, observe. Taken during the waning days of the trolley, the street car tracks that once crossed the bridge were likely removed at this time.
